Kiyone, determined to make headway in her foundering Galaxy Police career, is working harder than ever catching wanted criminals. After capturing class-A criminal Bent Cougar, the law-enforcing duo manage to let their shuttle run out of control and tumble erratically to Earth, thanks to Mihoshi's exuberant celebrations!
At the Masaki home, with the slightly scorched police officers safely back on solid ground, Sasami is busy grilling fish for dinner when she realises she has cooked one too many; Washu has locked herself up in her lab and told everyone that she has some important work to do and cannot be disturbed, not even for meals. On top of that, Ryoko, who would usually be all too happy to finish off any spare food, has disappeared too.
In deep space, the headquarters of the Galactic Federal Bank is under attack. Ryoko, finding her feet in space piracy again, and her new partner Hotsuma are carrying out a daring raid on one of the highest profile banks in the galaxy. Between Hotsuma's computer hacking skills and Ryoko's taste for punch-ups, they soon bypass the guards and security systems and head for the main vault. One laser net and a couple of security computers later, they have opened the vault itself. But the Federal Bank has another surprise in store for the robbers; the vault's contents are encased in a synthetic black hole. Not only that, but an army of Bioroid Enforcers have also been stationed in the vault, and they open fire on Ryoko and Hotsuma. Hotsuma throws in himself in front of Ryoko to protect her, and she counterattacks. However, her shots miss the Enforcers by a long way; they are being deflected by the gravitational field of the black hole. Hotsuma asks Ryoko to hold off the Enforcers for just a few moments while he deactivates the black hole. With a wicked grin on her face, Ryoko launches into a direct assault on the Bioroid Enforcer army.
By the time she has fended them off, Hotsuma has finished shutting down the black hole, and he summons his ship to make their getaway. As they flee from the bank, the Galaxy Police Rapid Response Force arrive and attack, smashing the synthetic black hole. Luckily, Hotsuma has managed to save a bag of cash from the vault. Ryoko's delight is short-lived, as she discovers they have swiped a bag of Juraian money with Ayeka's grinning face printed on every note! Despite a lousy haul, Ryoko admits that she has really enjoyed being back in her space piracy role.
Back on Earth, jubilation abounds as Mihoshi and Kiyone have received word of their promotion to Special Class Detectives, and they have been reassigned to a station on Pluto. Mihoshi is less keen to leave Earth behind, however. They call Tenchi to tell him the news, but he is out with Sakuya. Within a few hours, the pair are leaving, bound for their new assignment, leaving a lonely Ayeka and an apprehensive Katsuhito wondering what has become of their happy lives together.
