Aboard their shuttle, the Yagami, Mihoshi and Kiyone head back for Galaxy Police headquarters. They are both wondering if Tenchi managed to free Ayeka, Sasami and Ryoko, and hope they all made a clean getaway from the Juraian military. They are also curious about what has happened on Jurai during their absence to render the two princesses wanted criminals.
When they arrive at headquarters, Kiyone heads off to report in, and asks Mihoshi to wait for her in the cafeteria. As Kiyone walks along the corridors, glad to finally be back at HQ after such a long absence, she bumps into Mitsuki, a colleague of hers from the police academy. Mitsuki provides her with all the latest gossip from HQ, mostly regarding how well Kiyone's classmates' careers are going, although this does nothing to improve Kiyone's mood.
A short while later, Kiyone arrives at the section chief's office to report in. The chief is particularly interested in Kiyone's involvement with princess Ayeka, and their meeting is overseen by a Juraian ambassador.
Meanwhile, in the cafeteria, Mihoshi in enjoying lunch when she spots a news report on the television. The report details how, during Ayeka's absence, a new emperor by the name of Yosho took the throne, claiming to be the rightful heir of the Juraian empire. Ayeka is shocked, not only at the sudden abdication of the previous emperor, but that his place should be taken by Yosho, the same warrior from Juraian legend. The noble warrior Yosho disappeared many years ago, and has suddenly reappeared to take the throne. Since Yosho became emperor, princess Ayeka has been accused of attempting a coup d'état, considered an act of high treason, and her association with Ryoko has only served to further criminalize her. Even Tenchi, his father and grandfather are considered fugitives now.
Leaving her meeting, Kiyone is worried. She knows that her association with Ayeka leaves her open to accusations of aiding a wanted criminal, and although she denies any knowledge of where Ayeka is now, she is still under suspicion. She heads for the cafeteria to find Mihoshi, but Mihoshi has already left. Mihoshi has somehow found her way into the chief's office without anyone noticing, and she overhears the discussion between the chief and the Juraian ambassador.
Mihoshi quickly makes her excuses and leaves, but she has overheard confidential information and the whole of headquarters is put on alert to arrest her and Kiyone. As Kiyone rushes to find her missing partner, she is trapped by a group of officers headed by Mitsuki. She orders Kiyone to drop her weapons, and with two dozen gun barrels pointed at her, she has no choice but to comply. Mitsuki steps forwards to handcuff Kiyone, but Mihoshi comes to the rescue aboard the Yagami by smashing the wall down with the docking tunnel. Kiyone leaps aboard and they flee, chased by volleys of laser fire.
Back on Ryo-Ohki, Tenchi and family are worried. They cannot run or hide forever, and up against the Juraian military and the Galaxy Police they stand no hope of convincing anyone of their innocence. However, Katsuhito has one suggestion; head for Jurai and investigate the matter of Yosho further.
Suddenly, Ryo-Ohki meows with alarm, and hundreds of Galaxy Police ships appear. Ryo-Ohki takes the full force of a barrage of lasers from the Galaxy Police ships, and she is beginning to run out of energy. Out of options, they set course for the GP ships in an attempt to break through the line. Luckily, Mihoshi and Kiyone aboard the Yagami arrive just in time and clear the way for them to escape. Once clear of the Galaxy Police fleet, Tenchi and family board Yagami and the exhausted Ryo-Ohki reverts to her cabbit form. Now everyone, including Mihoshi and Kiyone, are considered wanted criminals, so they all head for planet Jurai to prove their innocence.
