It is a hot summer's afternoon, and a young man is on his way back home after a six month absence. At the grocers run by his family, the daily gaggle of customers beat a hasty retreat knowing what is coming; Seina Yamada, the walking disaster area! No sooner has he arrived home than storm clouds are gathering overhead, and Seina himself has been flattened by the shop awning collapsing on him!
The next morning, Seina is in a hurry to leave, and after a few minor mishaps he finally manages to set off on his bicycle. However, it seems that Seina's bad luck is contagious. Everyone he passes seems to suffer in one way or another; a schoolgirl's pants fall down; a man listening to a horse race on the radio hears his horse has lost; a car breaks down; even his friends end up face-down in a rice paddy or covered head to toe in mud! Seina takes a short-cut through the woods, and is pleased to come out the other side without suffering any misfortune. His elation is short lived, as moments later his bike gets a puncture.
Seina stops to fill his bucket at the lake outside his friend Tenchi's house when he hears a strange noise that sets the water rippling. When the sound stops, he thinks everything is all right again, but seconds later something crashes into the lake. The resulting wave sweeps him away, and he loses consciousness.
When he comes around, he is lying on the porch of Tenchi's house. A beautiful, buxom young lady has saved him from drowning, as the lipstick marks on Seina's face from her performing CPR are testament. She explains in an embarrassed babble how she came to crash her ship into the lake because she forgot there was no guidance beacon on Earth, and is glad to see that her unfortunate victim has survived with nary a scratch. She jumps to the conclusion that he must be so tough from being trained by Tenchi. She suggests he should join the GP, and hands him a pamphlet and a parcel to deliver to Tenchi. As she leaves, she finally tells Seina her name — Amane Kaunaq — then with the same deafening noise that heralded her arrival, she disappears.
With his bike back on the road, Seina resumes his journey. Alas, his rotten luck holds out, and by the time he arrives at his friend's house, his bike has been reduced to nothing more than its component parts! At the home of Kiriko, his long-time friend and love-interest, Kiriko tends to Seina's wounds as her brother Kai fixes his bike. Kiriko notices the lipstick marks on Seina's face, and becomes a little jealous.
Seina leaves that evening with a slice of Kiriko's home-made cake, but Kiriko herself is still a little suspicious about his encounter with the beautiful Amane. Seina tries to explain, but Kai suggests that he wait until Kiriko has cooled off a little first.
At home that night, Seina's family muse over his GP pamphlet, assuming it is some kind of promotional leaflet for a new attraction or a prize draw. Eager for the chance of winning a prize, they fill out the form and force Seina to stamp his thumbprint on it. Feeling defeated, Seina retires to his bedroom and falls into a restless sleep. Little does he know that as he sleeps, his information, authenticated by his thumbprint, is being transmitted from the GP pamphlet.
Seina awakes in a darkened room with a pretty, blonde-haired, pointy-eared woman at his bedside. A gentleman in a uniform enters and welcomes Seina to the GP Academy. Seina protests, but the gentleman points out that since it is his information and thumbprint on the application form, there is nothing to explain. A video message from Seina's family confirms that his parents and sister are all too willing to see Seina enter the Academy (not least because it means they don't have to keep footing his repair and medical bills). Seina, however, seems more concerned that his family is eating the cake Kiriko gave him! Determined to return home and set his family straight, Seina marches out of the room, but the clerk suspects that Seina hasn't fully understood what the GP is. As the domed ceiling of the room opens to reveal the stars and planets outside, the clerk explains that GP means "Galaxy Police" - Seina is headed for the Academy to train as an interplanetary policeman!
